New 80/20 rule ranks ‘between bad and catastrophic,’ home care entrepreneur says

Episode Summary

Aaron Marcum, an entrepreneur, home care investor and founder of technology firm Home Care Pulse, is not pleased about the 80/20 provision released in the Medicaid Access Rule this week. He ranked the provision, which requires that 80% of Medicaid payments for home health, personal care and homemaker services be spent on workers’ compensation, somewhere “between bad and catastrophic.” It will force a lot of home care providers to drop the federal-state program and move to care funded by private pay and long-term care insurance, he told McKnight’s Home Care in a Newsmakers podcast.

Episode Notes

Marcum, an entrepreneur who is an investor and chairman of Golden Harmony, a home care agency in Raleigh, NC, finds it alarming that Medicaid centers in states leaning both Democratic and Republican are against the 80/20 rule. Helping home care agencies thrive is one of Marcum’s specialties. In his current work, he coaches agencies on how to improve their cultures through his venture Home Care Breakaway Accelerator. He believes in the importance of onboarding and the critical 90-day period when an employee first joins a company. Helping employees feel empowered to make their own decisions will overcome an agency’s tendency to allow them to dictate the rules, he said. One of Marcum’s most significant enterprises to date has been founding Home Care Pulse, a home care technology firm. Leading the firm, he helped to elevate the industry in terms of data and quality standards, he said. In the next 10 to 15 years, he believes technology will play a role in helping companies communicate better with their clients. Artificial intelligence, in particular, will help in the area of onboarding employees. Still, Marcum does not think technology will ever replace the power of human touch.
